Sir,

Reference Var Office cipher cable 97646 (M.0.2) dated 17th March, 1936, I am commanded by the Army Council to inform you that German residents abroad are now being organized to an increasing extent through the National Socialist Party in Germany and that the members of the foreign branches of that Party owe allegiance primarily to the German Chancellor.

The Council consider that it would be unwise to rely in all circumstances on the loyalty of such German residents to the British Authorities in Hong Kong, more particularly in the event of some future political under- standing between Germany and Japan.

It is requested that the receipt of this letter may be acknowledged on the enclosed Army Form A. 16.
